Measurement and Description Method for Image Stabilization Performance of Digital Cameras

Guide to obtaining standard and measurement kit

In order to obtain CIPA Standard DC-011-2024 Measurement and Description Method for Image Stabilization Performance of Digital Cameras (Optical System) and materials for measuring the image stabilization performance of digital cameras in accordance with this standard (hereinafter “measurement kit”), it is necessary to submit the following two documents (collectively known as “necessary documents”): Agreement for the “Image Stabilization Performance Measurement Kit” (hereinafter “Agreement”) and Statement for CIPA DC-011 (hereinafter “Statement”). These necessary documents can be downloaded together as PDF files below.

The agreement will become effective after the applicant submitting the necessary documents fills in the required information, signs the documents, and submits them to CIPA. If CIPA requirements*(1) are met, CIPA will disclose the information necessary for obtaining the standard and measurement kit.

*(1)CIPA Requirements

  • The applicant must be a corporate organization.
  • The applicant must possess sufficient resources to develop, manufacture, and sell a vibratory apparatus that is stipulated in Verification Method of Vibratory Apparatus.
  • The applicant must possess sufficient resources and knowledge to purchase the aforementioned vibratory apparatus as well as to measure the image stabilization performance of digital cameras.
  • The applicant must understand that the standard and measurement kit cannot be provided to individuals, universities, or any other parties for research purposes.

The step-by-step procedure for obtaining the standard and measurement kit are listed below.

1. Submission of Agreement and Statement

This step is common to both CIPA and non-CIPA members.
The agreement and the statement are required again even though the agreement and the statement have been submitted when obtaining the previos standard (CIPA DC-011-2012 or CIPA DC-011-2015) .
Print out the Agreement and the Statement, fill in the required details, sign the documents and send them by mail to the address given below.
However, CIPA members that have become members of the Anti-blur Sub-WG as well as those companies' affiliates are not required to submit the Statement because they have already been submitted by Anti-blur Sub-WG members.

The necessary documents in their original form must be sent to the mailing address listed below. Please note copies of these documents cannot be accepted via email or FAX.

Signatures on the Agreement and the Statement are necessary to confirm the intention of the representative of your company or appropriate agent thereof. Although there is no stipulation by CIPA on who may sign on behalf of the applicant company, make sure at your discretion that a person who is appropriate for making such a declaration of intention signs the Agreement and the Statement.

2. Payment for the administration fee

(1) * CIPA Members are not required to pay. The membership fee will be applied to the administration fee.

(2) Non-CIPA members are required to pay *JPY 114,000 (this is the price in case of remittance from outside Japan and it includes bank transfer charges) in Japanese currency to the following bank account when submitting the Agreement. Please note that we do not accept payment in currency other than Japanese yen or payment by check or credit card.

* Applicants are responsible for all bank transfer charges. Please note that we will not give any refunds even if you pay more than the prescribed amount.

In case a non-CIPA member applies for CIPA membership within 30 days after mailing out the application, the above mentioned fee will be applied to the enrollment fee for CIPA.

* Applicants submitting the Agreement do not become CIPA members merely by submitting the Agreement. For the details on CIPA membership, please click here.

* In case you remit the payment in Japan, the fee is JPY 110,000 (including consumption tax).

3. Issuance of access ID necessary for obtaining the standard and measurement kit

Once the completion of steps 1 and 2 listed above (receipt of Agreement and Statement and administrative fee payment) are confirmed and the conditions stipulated by CIPA are satisfied, an access ID that enables the standard and measurement kit to be downloaded will normally be issued within six to seven business days after CIPA receives the application. The access ID will be sent to the email address specified in Article 10 (Notice) of the Agreement.

* Note that the access ID will not be issued if the necessary documents contain omissions or if the details do not satisfy the conditions stipulated by CIPA. In this case, notice will always be sent to the email address specified in Article 10 (Notice) of the Agreement. Please also note that the necessary documents cannot be returned for any reason.

4. Download of standard and measurement kit (information)

Once received, the access ID can be used to download the standard and measurement kit. The standard and measurement kit consist of the following items:

2) Specifications for Vibratory Apparatus

3) Average vibration angle data necessary for measuring vibratory apparatus performance

4) Vibration waveform data necessary for measuring vibratory apparatus performance

5) Motion Blur Measurement Software "FindsBlur"

6) Motion Blur Measurement Software "FindsBlur", Instruction Manual

7) Motion Blur Measurement Software "FindsBlur", User Manual

8) Image Split Software "splitter"

9) Image Split Software "splitter", Instruction Manual and User Manual

10) Motion Blur Measurement Chart purchase information (Charts required to measure image stabilization performance based on this standard must be purchased separately)

* "Vibration Waveform Data" and "Average Vibration Angle Data" shall be downloadable only following the issuance by the CIPA of a Vibratory Apparatus Certification and Registration Certificate.

5. Certification and registration of vibratory apparatus

A certification process is required to verify that newly-developed and manufactured vibratory apparatuses (including previously certified vibratory apparatuses that have been since customized) conform to the Standard and Specifications established by CIPA.
Furthermore, this vibratory apparatus registration process is required when the vibratory apparatus for certification is developed in-house or when a certified vibratory apparatus is procured (purchased) from an outside company.
"Vibration Waveform Data" and "Average Vibration Angle Data" associated with this standard can be obtained only after a device has been certified and registered. Also, only a certified and registered vibratory apparatus can be used to measure the image stabilization performance when stating that the results "comply with the CIPA standard."


(1) Certification process for newly developed and manufactured vibratory apparatuses

The following process is required for a newly developed and manufactured vibratory apparatus to obtain certification based on the Standard and Specifications established by CIPA. "Vibration Waveform Data" and "Average Vibration Angle Data" associated with this standard can be obtained only after a device has been certified.

1) Perform vibratory apparatus measurements based on the Standard and Specifications downloaded in step 4 (Download of standard and measurement kit) above.

2) Fill out the Application for Vibratory Apparatus Certification and Registration downloaded in step 4 above, providing the necessary information. Send the application by mail to CIPA. (Note: It is necessary to submit the Application for Vibratory Apparatus Certification and Registration within one year after the access ID necessary for obtaining the Standard and measurement kit was issued. In the event that certification and registration is applied for beyond this one year period, it will be necessary to reissue the access ID.)

3) After the application is accepted, CIPA will issue a Certificate of Vibratory Apparatus Certification and Registration Certificate. In addition, you will be contacted by CIPA regarding how to obtain "Vibration Waveform Data" and "Average Vibration Angle Data".

4) CIPA will release the names of the manufacturers of certified and registered vibratory apparatuses, product or model names, and supported load information on this website only if requested.

5) Once certification and registration are complete, however, it is possible to use an access ID more than one year after it was issued during the certification process of a different type of vibratory apparatus.


(2) Registration process for a CIPA certified vibratory apparatus procured (purchased) from an outside company

The following registration process is required when a CIPA certified and registered vibratory apparatus was newly or additionally procured (purchased) from an outside company (this is only necessary at the time of the first purchase if the product or model name remains the same).

1) Obtain vibratory apparatus measurement results from the vibratory apparatus manufacturer based on the Standard and Specifications.

2) Fill out the Application for Vibratory Apparatus Certification and Registration downloaded in step 4 above, providing the necessary information. Send the application by mail to CIPA. (Note: It is necessary to submit the Application for Vibratory Apparatus Certification and Registration within one year after the access ID necessary for obtaining the Standard and measurement kit was issued. In the event that certification and registration is applied for beyond this one year period, it will be necessary to reissue the access ID.)

3) After the application is accepted, CIPA will issue a Certificate of Vibratory Apparatus Certification and Registration Certificate. In addition, you will be contacted by CIPA regarding how to obtain official vibration waveform data.

4) Once certification and registration are complete, however, it is possible to use an access ID more than one year after it was issued during the certification process of a different type of vibratory apparatus.
